The Stormwater Compliance Team works together to implement and enforce stormwater regulations. The team consists of the program manager, compliance specialist, utility account coordinator, plan analyst, senior stormwater inspector, and three inspectors. Stacey Weber: Stormwater Program Manager

Get to Know Stacey
Stacey Weber is the Stormwater Program Manager for the City of Lubbock. She holds a bachelor’s degree from Wayland Baptist University (WBU) and a master’s degree in business administration with a specialization in Business Management from WBU. Stacey earned her Qualified Stormwater Manager certification in September 2024 and her Six Minimum Control Measures certification in December 2024. She is currently pursuing her Certified Floodplain Manager (CFM) and Certified Professional in Municipal Stormwater Management (CPMSM) certifications, with plans to complete both in 2025.
Stacey began her career in the banking and mortgage industry in October 1998, accumulating over 20 years of management experience. She has led teams in various roles, including teller, new accounts, and Branch Manager, and has also volunteered as a dug-out mom for many years. In June 2023, Stacey made a career transition to the City of Lubbock’s Stormwater Compliance Team as Stormwater Utility Coordinator. Her passion for environmental and stormwater compliance grew rapidly, and just eight months later, she was promoted to Stormwater Program Manager.
Outside of work, Stacey enjoys spending time with her husband and their beloved American Bully, Lola. She also enjoys spending time with her daughter, son, stepdaughter, son-in-law, and her three grand puppies, all of whom bring her great joy. Stacey loves traveling, especially to Walt Disney World, and enjoys streaming true crime documentaries, crime shows, sitcoms, podcasts, and stand-up comedy. In her role as Stormwater Program Manager, Stacey applies her extensive management experience while continually expanding her knowledge of stormwater and its significant impact on the community.

Fernando Andrade: Senior Storm Water Inspector
Supervises the Storm Water Inspector Team and applies the Contruction Enforcement Response Policy as needed. Conducts construction, industrial, playa lake, and outfall inspections.

Get to Know Fernando
Fernando Andrade is the Senior Storm Water Inspector for the City of Lubbock. Before coming to the City of Lubbock, he worked at Texas Tech University (TTU) for 25 years. He began his career with TTU at as a Maintenance Mechanic. During this period, he earned a Certificate for Maintenance Repairer through the United States Labor Bureau of Apprenticeship and Training. He then transferred over to the Heating & Air Conditioning and Refrigeration Shop where he completed his Heating and Refrigeration Technician Apprenticeship. In 2007, Fernando accepted a Safety Officer position with TTU’s Environmental Health and Safety (EHS) Department. While at EHS, he earned TDSHS licenses for Asbestos Inspector, Asbestos Project Manager, and Asbestos Air Monitoring Technician. During this time, he also earned his General Industry Specialist in Safety and Health certificate through The University of Texas at Arlington. In 2014, he accepted a position with Facilities Planning and Construction as the Senior Construction Inspector and then got hired as the Senior Storm Water Inspector with the City.
When not working Fernando enjoys flea markets, yard sales, grilling and when possible, traveling with his wife. He is a proud father of one son and one daughter. He is now leading the Storm Water Inspectors in making sure sites throughout Lubbock stay in compliance with the Construction General Permit and the City’s stormwater ordinance and program.

Cristal Gonzalez: Stormwater Compliance Specialist
Reviews internal, industrial, and commercial operations to ensure stormwater ordinances, permits, and regulations are properly followed and educates the public, industries, businesses, and internal departments on stormwater compliance.

Get to Know Cristal
Cristal Gonzalez works for the City of Lubbock as the Stormwater Compliance Specialist. She majored in Energy and Sustainability Policy during her undergraduate and then continued her studies in Environmental Policy and Management for her graduate program. Additionally, she has two graduate certificates, one in the National Environmental Policy Act and the other in Natural Resource Management. She has worked in positions that have provided leadership, public outreach, report writing, and research skills. In 2019, she completed her time as a Peace Corps Youth in Development volunteer in Thailand. During her time in the Peace Corps, she worked with the local government and school system to provide community and youth outreach events in a rural town. After the Peace Corps, she moved to Japan where her husband was stationed. In June 2022, they moved to Lubbock. She began working for the City of Lubbock in the Water Utilities Department as the Water Programs Educator in May 2022. She was promoted to the Water Communications Coordinator position in 2023. Then in December of that same year, she transferred to the Stormwater Compliance Department and became the Stormwater Compliance Specialist.
Her passion for environmental compliance comes from her love of spending times outdoors. She also enjoys traveling, working with animals, reading, as well as, going to concerts with her husband. She has four dogs and two cockatiels (currently being taken of care by her older sister) that she loves dearly. She looks forward to continuing to learn about Stormwater, ensuring the City stays in compliance with Stormwater regulations, and informing the City about the effects that stormwater has on the playa lakes.

Zamorye Roberts: Stormwater Utility Account Coordinator
Oversees the stormwater utility accounts to ensure accurate assessment, billing, and payment of the stormwater utility fee. Reviews properties' impervious areas to ensure correct measurements. Is the liaison between the public and City on topics concerning the stormwater utility fee.

Get to Know Zamorye:
Zamorye Roberts is the Stormwater Utility Account Coordinator for the City of Lubbock. Before taking this role, she worked as an administrative assistant for the City of Lubbock Engineering Department. She majored in Sport and Exercise Science at West Texas A&M University, graduating in 2023. During her time at WT A&M, she led the women's basketball team as point guard, was a student athletics representative by serving as Co-President of the NCAA Student Athletic Advisory Committee (SAAC) and was a member of the Fellowship of Christian Athletes (FCA). Currently, she is pursuing her MBA at WT A&M.
Zamorye truly adores her many nephews and nieces and loves spending time with her family who also reside in Lubbock. She loves to stay involved with sports by officiating basketball in Lubbock and the surrounding area. She and her husband, who works for the City of Lubbock as a Budget Analyst, enjoy relaxing at home, going on walks, and snowboarding together. She looks forward to growing into her new role and supporting the people of Lubbock.

Sarah Mendoza-Urrutia: Stormwater Plan Analyst
Reviews Stormwater Pollution Prevention Plan (SWP3) applications, manages Construction General Permit (CGP) compliance, implements and assists with Stormwater education.

Get to Know Sarah
Sarah Mendoza-Urrutia is the Stormwater Plan Analyst for the City of Lubbock. Sarah was born and raised in Lubbock, TX. She spent 2016-2023 in Fort Worth, TX where she earned her Bachelors in Geology from the University of Texas at Arlington. Presently, Sarah continues her education by pursuing her Masters degree in Environmental Sustainability and Natural Resource Management through Texas Tech University. She is a certified Environmental Specialist and certified in Spatial Information Systems (GIS). Sarah began her career at the City of Arlington as an intern for their Environmental Management Department in 2018. After her internship, she experienced the consulting world when she worked for Stormcon, LLC as an Environmental Professional. She was then requested to return back to City of Arlington as an Environmental Specialist. After having her second child, she put a pause on her career to care for her newborn. In 2022, she acquired a position with the City of Fort Worth as an Environmental Specialist for the BioWatch Team. When 2023 came upon Sarah and her husband, they made the decision to return to Lubbock and reunite with all of their family. Sarah has been with the City of Lubbock for a year now and her passion in Environmental/Stormwater compliance continues to grow.
Outside of work Sarah enjoys spending time with her husband, two sons, their two cats and three Australian Shepherds. She enjoys her JEEP, the outdoors, gardening, libraries, movies, crafting, playing on the Nintendo Switch with all her boys, and finishing up her graduate degree.

Daniel Martinez III: Stormwater Inspector
Conducts construction site inspections and proceeds with enforcement actions as outlined in the Construction Enforcement Response Policy. Completes playa lake inspections as needed.

Get to Know Daniel
Daniel Martinez III is a Storm Water Inspector for the City of Lubbock. Before transferring over to the Stormwater Compliance Department, he joined the City of Lubbock in 2018 under Lubbock Power and Light (LP&L) as a meter reader. He worked for LP&L for 3 ½ years before moving over to Stormwater. During his time with Stormwater, he has earned the Qualified Preparer of Storm Water Pollution Prevention Plans certificate and looks forward to any educational and training opportunities the City has to offer.
On his free time, he loves being outdoors with friends and family. While spending time outdoors, he enjoys barbecuing, golfing, fishing, and hunting.

Chris Johnson: Storm Water Inspector
Conducts construction site inspections and proceeds with enforcement actions as outlined in the Construction Enforcement Response Policy. Completes playa lake inspections as needed.

Get to Know Chris
Chris Johnson is a Storm Water Inspector for the City of Lubbock. He is a Lubbock native, devoted to the Hub City. Before joining the City of Lubbock in 2015, he worked for Lubbock Power and Light (LP&L). During his time with LP&L, he became a representative on the Safety Committee which he has stated was a tremendous honor. As a City of Lubbock Storm Water Inspector, he has earned multiple certifications including the Qualified Compliance Inspector of Stormwater and Qualified Preparer of Storm Water Pollution Prevention Plans in Texas.
Chris enjoys spending time in nature through traveling, fishing, and hiking when he is off work and can take a break from inspecting construction sites.
